Politics of Northern Cyprus Turkish Republic of Northern Cyprus is not recognized by the international community except Turkey (Turkey is not recognized the legitimacy of the Government of the Republic of Cyprus).

According to the Constitution of the TRNC, it is a democratic republic governed by the president, elected for five years. Legislature – Republican Assembly, which consists of 50 members elected by proportional elections in five constituencies. In the elections of February 2005 the Turkish Republican Party, serving for the reunification of Cyprus, won the most seats in parliament, but was not able to reach the vast majority. At the end of September 2006 TRNC President Mehmet Ali Talat approved the establishment of a new government, headed by the leader of the Turkish Republican Party Ferdi Sabit Soyer. The Cabinet of Ministers of the TRNC is formed through a coalition of Turkish Republican Party and the Freedom Party and the reforms.

The executive branch

President of the Republic is the Head of State. He is responsible for ensuring respect for the Constitution, for all the people’s affairs impartially, continuously and according to the order in accordance with the existing Constitution of the State. The President may chair the meeting of the Council of Ministers, but has no voting rights. The President is not accountable for acts committed while performing their official duties, but the Prime Minister and Ministers are accountable for their activities.

The President appoints the Prime Minister from among the deputies, as well as appoint the Ministers by the Prime Minister. He may withdraw the request of the Minister of the Prime Minister. He also has the power to approve or otherwise the publication in the Official Gazette, the laws proposed by the Constituent Assembly. He may ask the Supreme Court, sitting as the Constitutional Court for its views on any law in the light of the conformity of the law with the Constitution. The Constitution provides for a condition that, during the extremely provisions or the military situation in the country, the Council of Ministers, chaired by the President may issue decrees having the force of law on important and pressing issues created as a result of this is particularly the situation. The Constitution also provides for the establishment of the National Security Council. This Council should be headed to the President of the Republic and its members the President of Constituent Assembly, the Minister of Defense, Interior and Foreign Affairs, Chief of the Armed Forces and Police.

The Council must submit to the Council of Ministers its views regarding the decisions on the formation and conduct of security policy and state their views on the coordination of the policy. Questions submitted by the Security Council at the Council of Ministers shall be entitled to priority consideration in relation to other matters on the agenda.
The Council of Ministers.

The Constitution provides that the Council of Ministers shall consist of the Prime Minister and Ministers. The Prime Minister is appointed by the President from among the deputies. Ministers may be appointed who are not MPs.
Ministers are appointed by the President on the recommendation of the Prime – Minister.
Ministers are appointed by decree in accordance with the principles enshrined in the Constitution, on the recommendation of the Prime Minister and approval of the President. The number of them could not be more than ten.

The Prime Minister must ensure coordination between the ministers to formulate a basic policy of the Council of Ministers and to comply with relevant laws. Meeting of the Council of Ministers shall be chaired by the Prime Minister. The President may also preside over the meetings of the Council of Ministers, but has no voting rights.
The newly formed government should get the vote of confidence before it began its work. In August 1996 the Prime – Minister Dervis Eroglu led coalition government – the National Unity Party and the Democratic Party.
Legislature

Constituent Assembly (Assembly) State Legislature implemented the Legislative Assembly, consisting of five members, elected for a period of five years. The Assembly has the power of introducing laws that controls the Council of Ministers and Minister, discusses and approves the bills on the budget, decide on the provision of general and special amnesty, and the question of enforcement of sentences of the death penalty made by the court. The Assembly also has the right to ratify international agreements. The Assembly has the right, but only if the existence of an absolute majority, to decide the question of its dissolution and the holding of new elections if it is not possible appointment of the Council of Ministers, with the support of the Assembly to the extent of sixty days. If over a period of one year, the Council of Ministers did not receive the vote of confidence President may dissolve the Assembly and decide on holding elections. The President, after some consultation, is a referendum on the dissolution of the Assembly. International status

The international community except Turkey and the Azerbaijani Nakhichevan autonomous republic, does not recognize Northern Cyprus as an independent state. Organization of the Islamic Conference granted TRNC the status of federal and state observer.
Turkey holds the territory of the TRNC its embassy, the TRNC in Turkey – Embassies and Consulates. In some other countries are informal representation of the TRNC, the de-facto embassies. North Nicosia is the residence of the ambassadors of Britain and the United States, but because They remained there until the division of the island, this is not a recognition of the TRNC.

Negotiations to merge the island are already long, but so far not yielded fruit. The latest attempt failed in a referendum held on the island under UN auspices April 26, 2004.
